Importance of HG2 (NIJ 3a) Backing Materials - MUST WATCH

This risk can be mitigated by making sure your manufacturer provides test reports for the backer standalone at the HG2 level... OR wear your hard armor in the plate pockets of an HG2 (3a) bullet resistant vest (or use an HG2 rated panel behind your hard armor).  That way you always have an HG2 protection level between you and the threat regardless of the armor backer quality.
